Is there gains to be had adding vacuum to the crankcase? I know it can work well on higher hp gassers, why not cummins?

Is it possible to over rotate the plungers on a 160hp pump? I have always had a issue where at wot it will fall flat on it's face past 2800rpm, turbos go from making 60psi+ to 30psi in a hurry. 3/4 throttle it's fine and will hold boost and power past 3200rpm. I'm running a ,make plug, 191's...
