06 turbo on an early 04 ?

I know this as been discussed before but I couldn't find it. I put a turbo off an 06 on my 04. It is an early 04 so it was mechanicaly wastegated. I left the sensor in the 06 turbo to plug the hole but it will only boost 20psi. I have been told the electronic actuator actually keeps the gate open instead of closed when it is hooked up. What do I need to do to get the wastegate closed but it still work like an older one.
 
You might need some kind of controller? Not real sure.

So put a plug where the solenoid goes (any idea on size and thread pitch) and can I put the boost elbow where the hose goes in at the solenoid? It doesn't look like it will clear the housing or do I need to drill and tap the housing somewhere else.
 
ATS I believe sells a billet plug for the wastegate solenoid on the 04.5-07 HE351 turbos

I think a member on here was also selling some plugs in the classifieds
