2003 6.0 PSD, turbo problems

My truck just started this.. its not making good power at low and high rpm. It will only rev up to 3000 rpm under heavy acceleration and kinda spit and sputter, while blowing black smoke. It has a deep intake sound while accelerating and burps when letting off pedal, like it has too much boost??

not sure whats going on here..
 
1st check all intercooler boots!!

Then check fuel psi.. and FICM voltage should be 48v..
 
ficm just got fixed, boots are fine. This symptom keeps coming and going, its not 100% yet. on a cold start the turbo dont whistle for about a 1/8 mile, lately. dont know if that may have something to do with it?
 
vanes are stuck open on the turbo. Turbo needs to come off and apart to clean them.
 
X2. Vanes need cleaned. Should take couple hours. Depends how much of a pain in the a$$ the up pipe is meeting the turbo going back together.
