215 vs 180 plunger lift

i have always heard the 215 and 180 p-7100 have the exact same pump cams. so why is the plunger lift different for the same timing setting for each pump. i know the groove in the 215 retards timing at a certain rack travel, but say at idle why are they different. cant seem to figure this one out. any info appreciated.
 
The spill port is lower in the 180 pump vs. the 215, so it takes less travel for the plunger to close it off and start injection.
 
that makes perfect sense, i did not know the spill ports were in different locations. thank you sir..
