Running a manual, he's going to want power down low. Also, some 425's (ARP 2000's) will handle 600hp down low just fine. I would not even worry about rob bolts at that point.
Valve springs (with retainers and keepers), and head studs would be all he'd need if he's trying to keep it cheap.
Toss a s364 on there with some injectors, governor springs, and low pressure fueling. Call it a day. You can spend your time tuning the pump and suspension. Or you could toss a FMW s367.7 under the stock HX35 and have a setup that'd fit very well in a manual 600hp truck.
