47RH "tuning" help needed

I've read quite a bit and can't seem to find what I'm looking for. We did a 95 12v swap into a 96 F350 and kept the 47RH. We are using pressure solenoids to control OD and lock up which seems to be working well (most of the time). Lately the truck is hanging in 1st and wont shift to 2nd unless you go WOT, but then it wont shift to 3rd unless you let off the throttle a bit, this seems to happen after you go from reverse to drive but that isn't always the case. Are these symptoms of a sticking valve body, or an improperly adjusted TV cable? Is there a baseline cable adjustment? I would assume every trans is different. We are about to start turning up the power a bit but don't want to smoke a trans due to bad tuning or adjustment. Any help or insight would be appreciated!
 
Sounds like the throttle valve may be sticking

47rh 1,2,and 3 are all auto in the valve body only 4th(OD) 5th(TC) are solenoid


I know, which is what is leading me to think its a problem with the valve body or the throttle valve but I'm not sure if it could be something else that I don't know about.
I drove it about 3 hours at 75mph today and when I came to a stop light it didn't want to shift into 3rd without some finesse. What could be causing this? I also hand calculated the mileage to be about 12.8 which seems really low to me. Could that be related somehow?

I am not sure on what part of the valve body it would be but i had the same fuel mileage when i was driving mine
 
Do you know of a way to service this or clean it somehow?

You would need to take the vb out and take that valve out to see if it is scarred or some debris has gotten in there
