48re 2-3 shift hangs when cold

Looking at buying an 06 next week, trans has 50k on it and he told me that when the trans is still cold it shifts slow from 2-3 like it tries to hold 2nd.
Is this an electronic issue? What can I do and what's involved? Plan to build the trans down the road but I need it to get me there. I'm totally new to CR trucks so looking for any help.
Note when warm trans acts totally fine
 
Also what years of the 48re are compatible? Same kick down and electronics as an 06? Thanks CompD!
 
A little shift delay is pretty common when cold but I'm not sure how much delay were talking about. Also, what kind of shift are you feeling ? Positive? Feel like someone is tapping the brakes putting you forward in the seat? Slipping-long drawn out shift?
