99 PSD replaced fuel filter no start has fuel

Had a friend replace his fuel filter on his truck today it was due for regular change no other reason now the truck will not fire all the fuses are good wait to start light cycles properly supply pump is supplying plenty of fuel still no fire could the bowl heater have shorted out and not popped the fues?

Had that problem once and though i was sure it had fuel, it didnt. took the filter top off and cycled the lift pump and eventually got it primed right.

Swapped out the cps and the fuel bowl heater it I'm not getting any air out of it. Icp and ipr pressures are good has oil good oil pressure
