The avatar shrinker on that site never worked for me for some reason, but the resize images function always has: http://www.shrinkpictures.com/

The maximum size of your custom image is 180 by 180 pixels or 36.1 KB (whichever is smaller).

Finally was able to get mine to work thanks to that site. I even tried reducing it in photoshop with the minimum resolution/size.

It depends on the file type being used. Which is why my avi is all grainy.
