Beat out bushings?

Buddy has an 05' CC 4x4 2500 and the "new" (6 month) Bilstein shocks have beat out the lower grommets? What is the problem?

In 60k miles the dang things are beat all to snot. I've never seen a GM do this?
 
Sounds like the shocks are the wrong lenght to me. Either bottoming or toping out?
 
I think the shocks are too tight with the t-bars turned up.......donno.
