Blowing fuse after fire

I have a buddy that had the Tcase let go in his 06 ram. Cut completely through the wiring harness that goes to the back, started a small fire melting the Trans harness and going up into the cab just enough to melt some trim pieces before it got put out.

Replaced the Trans harness, fixed the rear harness(spliced since a harness isn't available), and checked all the other wiring in the area out. Now, it blows fuse 21 (eng/run I believe) as soon as you turn the key to ON position. Even with the Trans harness unplugged AND the rear harness unplugged it blows the fuse. Unhooked the ECM/PCM on the side of the engine, still blows it. Unhooked the Alternator, still blows it. Took the relay board out and looked at it and can't see anything visually burnt on the boards.

Does anyone have any input on what this could be, or can help with a schematic of what circuits that are powered by that #21 fuse?
