de-fueling issues?

My buddy has a 04(early production) with an auto. It goes through first gear, hits second gear and when it reaches 1900rpm it automatically backs off to around 1650. When you increase throttle pressure it has no effect. Wondering if anyone else has had the same issue and if so what caused them and how did you fix them? Could this be a fueling issue, i.e. clogged fuel filter, bad lift pump, bad cp3?... It doesn’t do it every time, maybe 60-70% of the time. The truck has a predator box on it. When the box is turned off it still has the same symptoms.

I put a new fuel filter in it and it runs like a raped-ape!

if you forget to change those filters it will really drag the power of the truck down!
