Fueling issue in dual cp3 6.7

I need help. I couldn't find anything searching. The truck won't fuel right. It will only hit 13k psi. Instead of 25 on the rail pressure. It threw a P000F code which my smarty called " fuel rail pressure relief valve activated" we swapped out the piece that threads into the front of the rail, but that didn't do the trick. Any other ideas or suggestions would be greatly appreciated.

You are running a 6.7 pump on a 5.9 ECM? Try swapping a 5.9 fca on to the 6.7 pump.

It has all the original 6.7 wiring
