Low power below 2k rpm

I have a 2006 with a Edge juice with attitude hot, afe intake, 5" exhaust and no matter what level I have the edge set to the truck will not go over 20psi if the rpms are below 2000rpm. converter locked in third at 1500rpm i can get on the throttle hard and the boost goes to 20psi instantly and then stops there until the tach goes past 2krpm then boost jumps up to 38psi. It does this all the time which makes for some hot EGTS when towing my trailer on the highway.
Any thoughts

Maybe ditch the crappy edge and try a different tuner. Also just return to stock and see what happens. I bet its the edge.

Might have a boost leak too if the egt gets up there and you have low boost at low rpm. I would check that and take the edge COMPLETELY off.
