low power need help

the truck is a 1999 7.3l F250 4x4 it runs rough sometimes it wont fire on all the cylinders when its cold but its not doing it all the time it has rebuilt injectors in it the high pressure oil pump is reading 500psi the truck has 180,000miles and is bone stock it does tow alot and we thought that maybe we got the turbo hot and bent the fins it has no shaft play and we checked the cold side of the turbo and it looks fine let me no im a cummins guyand its a friends truck
 
the truck is cocoa beach florida we did scan it and it came up with no codes i can check it again
 
not that i know of didnt really think of it since its been a southern truck since it was new i will check it out
