Rules are posted on ODSS site.
I'm looking for specific details on what is required for the roll cage, but I didn't find that on their website. Am I missing something?

They adhere to safety required by hora and nhra.

Roll bar is specified in 4:10 of the rulebook. I haven't seen the 2017 version, but it typically doesn't change that much. http://www.nhra.com/userfiles/file/Tech/2016%20Rulebook%20GR%20Section.pdf

Brandon, who's the best person to talk to up there about possibly having one built? I talked to Lyn a little bit at the open house, but we didn't really get into any specifics.

Lyn would do the fab. Rick would be best for getting a ball-park quote. Rick would also know the schedule. I know there are a number of other builds going on this winter already but I'm not involved in the day-to-day operations.
I am a NHRA Chassis Inspector in D2. If you have not heard there is a new SFI Spec out. 25.6 Heavy Car/Truck 7.99 to 8.50. It may give you some things to do for something slower that could be built/added upon later for added safety. Or to use from a starting point.
