problem: light surging

My 03 has a light surging problem when at a steady speed up a incline. It doesn't do it on every hill, just kinda random. This is in lockup at 55mph or 70mph. When it starts to do it I let out on the accelerator and get back in it and it will run fine. Just looking for some insight guys.

Do you have a rail pressure gauge? Check it, my 06 has light surging at certain speeds and the rail pressure fluctuates with the surges, FYI.

Rail was doing that last summer up hill and it would surge but now the rail isn't moving. Maybe it's because the ecm is demanding less rail (cooler temps) it's not as violent as it was in the summer.
