Rail Pressure Fluctuating

I was driving my truck tonight and when I Got on it a little bit my truck felt like it started to cut out at high RPM. My rail pressure was jumping from 17k to 22k at the high RPM.

By High RPM I mean 2900-3500

I dont have a modded cp3 and was thinking that it could be the cp3?

Any Ideas??
 
I was running the truck without the Bullydog so the truck was on stock tuning with no pressure boxes or anything..
 
cap the rail (pressure relife valve) then see if its not that its most likely the FCA on the CP3
