S06 udc and 4k rpms fueling

I was under the impression that s06 udc would fuel all the way to 4k rpms but over the last 2 weeks we have been dynoing and adjusting with no success. It always wants to start defueling around 3700 rpms. Are we missing something or is 4k fueling still not possible?
 
I would like to know also, it seems that an 06 ECM cant communicate stand alone.. cant get a straight answer.

Not yet. I don't know if there is a different base tune I need to make my tune from or what but we tried changing a lot of settings and spent a lot of time on the dyno with no luck
 
I can’t imagine that there’s this much of a language barrier. I just looked at the tuning guide and it pretty much says input limiter setting as desired. It's rather irritating because there is a lot of talk but no results.
