shifting problem ?

I just replaced my rear main seal, and I had the trans rebuilt last year. I got it all buttoned up tonight and it will shift from 1st to 2nd but won't shift to 3rd. Fluid level is good. I'm thinking it's the TV cable, but the other question I have is the transmission lines routing. I'm not positive if the lines going up by the radiator are in the right spot ?

U r probably right, sounds like TV cable might b a little tight
