Smarty Lock

Just came across a Smarty but it is vin locked. I wasn't sure what the best way was to go and get the lock removed. Is the easiest way to contact smarty? Or are there better options? Any help would be great.

So far as I know only the person holding the new receipt can get it unlocked.

there is NOT an unlock code. don't buy a used vin locked smarty
