Smarty questions...

I have a smarty sr loaded in my truck. I currently have the engine on a stand in the garage but I'm trying to return the ecm to stock (I forgot before I pulled the engine) I tried putting power to the truck and the smarty just goes "turn key on.....turn key off.....over and over. Any ideas? Going to be a bit before the engine is reinstalled. If I plug it into my other truck it just says vin locked almost instantly.

You may have a ground wire issue. the key dance means the smarty is NOT making communication with the ecm.
