Tps wiring help

Hello guys I need some help on the tps wiring. My truck is a 12-95 47re truck. I can't get lockup or overdrive. I checked tps wiring unhooked from sensor and have on the signal line with the key on 5.14 volts and also on the reference line 5.14v. I turned the key off and checked they both have .69v. What would cause this? I don't have a noise filter. Thanks for the help.
 
Sounds like the signal wire and the reference voltage wire are shorted together somewhere. Disconnect the harness at the computer and ohm the wires to each other. If there's no continuity then, then the issue probably lies in the computer. If there is still continuity then the wires are making a connection somewhere that they shouldn't be.

I checked with the c1 black pcm connector unhooked and had no continuity. I plugged the connector back in and have continuity on both the orange and the violet line. So pcm possibly?
 
I have a 97 auto pcm can I have it programmed to use it in the 1996 truck?
