Turbo lag in 03

Hey everyone, my buddy at work has an 03 Duramax, bone stock aside from a Superchips downloader. He's really looking for some good mileage so he doesn't want to throw a bunch of fuel to it. Is their anything he can do to help reduce turbo lag down low? He's new to diesel and I have a Dodge so I was hoping one of your Duramax experts had some ideas..

Also, any thoughts on water/meth injection on these LB7's? Just another idea he was throwing around..

Any intake (in theory) and exhaust would help. I have read countless debates on how effective an intake is on the Duramax and if its needed. Some say they can tell a difference and others say its not needed until you putting out close to 500 horse. Is he running the stock 245/75/16 tires?
 
My suggestion would be an intake, boost valve (PPE or Kennedy Diesel), and at least a 4 inch exhaust. Also have him check the balance rates on his injectors. Bad injectors = poor fueling = bad performace.
