wastegate problem

My buddy has a 99 model and when its cold outside it sounds like the wastegate opens and closes consantly will cruising. If u get on it a little or pull a trailer were it runs warmer, it doesnt do it. I dont now much about fords but ive never heard one do that before. What would make the wastegate open and close like that?
 
thats not the wastegate, the warm up valve in the lower turbo pedistal.
 
It's called the Exhaust BackPressure Valve (EBPV). There is a butterfly valve between the turbine outlet of the turbo and the downpipe. In cold weather conditions and under low exhaust backpressure situations, this valve closes off to provide additional load to the engine in order to speed up the warming process. The side effect is the hissing noise out the exhaust.
 
Thanks like i said i hadent heard one do that before. He has the exhaust coming out in front of the fender and it doesnt have a muffler. Maybe that makes it worse?

Yep, without a muffler it gets much louder.
