Will a p1749 cause a engine derate?

Overhauled this engine and it has a code for the throttle valve position sensor circuit low. Will this cause a engine refuel? Boost is not coming up and seems sluggish. Rail pressure is matching what the exam is requesting and I cannot find any boost leaks. Just curious if anyone knows if this code will cause a defuel?
Truck is a 05 3500 auto
