03 Cummins low rail pressure issue

Found out it was ecm that was causing issues, what should rail be at idle I have 7000 for both desired and actual
 
When the FCA is unplugged the ECM automatically defaults the RP to 26000 psi. LEAVE IT PLUGGED IN.

Ya, 7k is normal at idle.

But the fca is the cp3's only connection to the ecm so when it's unplugged the cp3 maxes out pressure and the relief valve on the rail is the only thing holding pressure down besides the cp3's limitations.
