Guy that runs limited pro stock tractors in our area preachs degreeing cam in to 93.We have tried with good results just idea.
Have you tried a normal 98-100 ICL to compare?

I was giving a suggestion to speed up cam timing because have seen motors perform better in the 93 to 96 range compared to normal 99 100 most cams are supposed to be installed at. Just something for the op to consider checking for his problem.
I would check cam timing first and go from there.. Is it and adj cam gear?
Seems the cylinder head is part of, if not the issue,,, cylinder leak down would confirm what I believe is going on. It's a hard lesson to learn. Also make sure the cam keyway and the gear are ok.*
