6.7 cranks but wont start, please help

Got a call from a friend of mine today, he said he was just cruising along and truck lost power and died, he was able to limp it home, and now it just cranks and wont start, he says it acts like it wants to start but then dies, he also said that hes gotten it to idle for just a few seconds but then it dies, im thinking a fuel issue?? are the fuel pumps in the tank on these trucks?? where is the best place to check fuel pressure??? any special fitting required? what else could it be?

When did he change his fuel filter last? Has he recently filled up? The factory pump is in the tank, but I am not sure if there is any way to check the pressure without splicing into the supply line. I'd try changing the fuel filter first.
 
I believe he said he said he just filled up.

Changed the fuel filter, didnt change anything, there was no water in the fuel.
