I would pull the back plate off of the turbo (where the exhaust elbow bolts on) and take a look at your wastegate puck to see if it is hung open or sitting crooked; which would be like a full time exhaust leak - stopping the building of boost.
The only other thing that strikes me is the possibility (and I know nothing of Quad Adrenaline's) isn't boost fooling. If the Quad does not do boost fooling and relies on a "boost elbow" that is not installed because of your hard line, then the ECM will defuel the truck to limit boost.

^To be considered...a bad connection or wire in the MAP sensor harness where it interfaces with the Quad.I had a bad wire on the Adr. harness at one time that wasn't getting a signal from the map sensor and the truck wouldn't do anything power wise.
