another electrical problem on 93

My 93 w350 has a heater blower that doesnt run and the power windows stopped working at the same time. I checked all the fuses with a test light and showed good. Now I'm lost. This problem happened at exactly the same time. Is there another fuse panel somewhere else I'm missing? Where to from here? Thanks

the windows are a fusable link next to the battery had the same problem changed it out for a 30A circuit breaker...
