Thanks for the help guys. Got in touch with bill and he set me on the right track.
In case this information might help someone else this is what he said...
"you shouldn't have to degree it, just line it up. Now, every time you install a cam the person should take a rotation check. examples: new piston were place into a milled down block, the head was re-machined etc. A person can check this by starting at TDC,turn the motor clockwise, as soon as you see #1 intake valve start to drop "stop" loosen the rockers jam nut and screw the adj screw down (each turn is around .020 ?)
you should get a couple of turns,this means you have clearance... If the screw immediately stops, we need to degree... this is the most simplest way to check"
