was on another web site earlier to day reseaching my lb7 fuel regulator and the possiblity of it being bad and some one made a comment that if it is bad to change it to a lbz regulator. what is the meaning of this if you dont change the whole pump to a lbz pump?

The LBZ regulator is a higher flow unit than the LB7's, but requires custom tuning in the ECM to use it.
