Edge comp installment question

I got an edge comp today and i was reading threw the instruction and my question is whats the importance of torqueing the throttle bracket bolts(the 3 13mm bolts) cause i dont have a torque wrench of my own and where exactly is the data link connection on a 99 3500 and what should i look for.

Data link is by the PS pump. Drivers side front motor. Just dangling there. Look for a triangular plug being a 99. And it will have a plastic cap over it.

Not that important to torque those, just snug them tight. The data link is down by the steering box, its a grey plug, just below the injection pump.
