Electronic Wastegate Stuck Open?

I can only build 21-22psi of boost and was throwing a P0243 (Wastegate Solenoid) code. I put an II Boost Fooler on it and I'm not getting the code anymore however I still can't build any more boost.

Sound like a stuck wastegate? And if so, is there a way to fix the problem to build boost properly until I can get a new solenoid?

Maybe you need tuning? My 03 wouldn't build over 30 psi without the smarty, and with it 60 psi. This is on a s465 though
 
your solenoid is stuck open, remove it and put on a boost elbow.
