If its set at 22-23psi then it was set for a vp truck. You dont have enough fuel pressure!
30 psi at idle, like you were told earlier. Or whatever you want, we don't really care
VP truck = truck with a VP injection pump. 24v
Any pressure gauge will work. Vato Zone carries them.
Put a needle valve on yours and barely crack it to stop the jumping.

If the mechanic couldn't tell if it was a 12v or 24v I'd be way more than hesitant...

Bad nozzles would fail later, not on initial start up. Have you checked to see if your fuel shut off solenoid is moving fully?
