if yours are staying on, one of the relays may have burnt and welded the contacts shut. unhook both relays control wires and just make two jumper wires or use leads with alligator clips. hook one from positive on the battery to one post on the relay, and the other lead to the other post on the relay. whenever you touch the second lead to ground the relay should click and you should have continuity between the two big posts. or an easier way to check is just unhook the two small wires and using an ohm meter see if there is continuity between the two large posts on the relay, the reading should be OL or out of limits when the small wires are unhooked, if it has a low ohm (5-10) then the relay is stuck on. causing your heater grid to remain on
