We were having the same thing at work with one our yard trucks. It's a non intercooled VE motor but we had 2 injectors hung open and it was acting the same way.
Did you have all the injectors out when checked the compression on those other motor or did you just pull one at a time an check it cause that would've raise the rpm the starter turn the motor over since it wasn't fighting the compression an would've given you a higher reading than me cause I pulled one at a time
You checked your valvetrain for wear? spun lobe?
He just replaced the cam, and he said he done a compression and leak down test.
