Lope from idle to about 1300rpm

We were having the same thing at work with one our yard trucks. It's a non intercooled VE motor but we had 2 injectors hung open and it was acting the same way.

It wont make any difference how fast the starter spins. If everything in the cylinder is good the compression should be the same. Your only talking a couple rpm difference.
 
Im pretty sure it's not the injectors cause I've switched them around an the problem stays at cyl#4.

Yeah your right, I guess that was just wishful thinking lol. Do you think that my compression is low enough to cause a issue? I'm going to run another compression test this weekend an make sure I didn't miss anything.
