It adjusts afc arm height, very important part of afc tuning, make sure the height is right otherwise the afc does nothing.
 
I feel pretty confident that I have my afc set up the way I want it. This weekend I will put a stock governor spring in it and play with it until I get it how I want it. There is no plate in it, and the pre-boost screw is out all of the way.
