no tc lock up in 1st and 2nd gear

i have 98 12 v truck just bought a couple months ago and guy i bought off of just had a fresh trans put in it with ats parts. he provided me with no paper work as far as the trans goes but you can definitly tell it had a fresh trans in it. my question is that when i shift manually with the gearshift, if im in 1st and lock the converter and shift to 2nd i know the converter is not locking up with the switch. If i put it in D and use the lock up switch it locks up like it should, just wont lock up when i pull it down in 1 st or 2nd. i know it has the resistors in the wire at computer and jumper wire is in the fuse box. is this a valve body deal or is there something im missing here?

The tc lockup switches only lockup when in D It works By grounding out the lockup solenoid but only when in D
 
you can do a manual valvebody, it wont lock up in 2nd if you pull it down in 1st and 2nd
 
There is a plate that can be changed in the VB to allow for 1st and 2nd gear Lockup...Talk to your Trans builder about it, he can help you out.
