Overheating issues

i bought a 1990 w250 as a donor truck and the owner claimed the motor would continually overheat i never got the chance to drive the truck much before pulling the motor but i do know it ran great and its had a new radiator, water pump, thermostat , and head installed i have already tore the motor down to rebuild and p-pump it and havent found any clear reasons for the overheating other than sludgy water in the block and milky oil So would anybody have any idea or thought on what the problem might be? Thanks
 
almost sounds like a possible headgasket maybe? could gotten buggered somehow
