Piston squirters

We are assembling a friends 97 12v. He bought an overhaul kit from EEP. Its the Clevite branded stuff. It came with 12 piston squirters 6 long ones and 6 short ones. I know the front one is the short one and the back 5 are the long ones but the all 6 of the short squirters have a smaller oil passage. Is the short one in front supposed to have a smaller oil passage?
 
The front is the same length, just the block is thicker where it goes through, making it look shorter
 
I "think" the short squirters are actually for common rails.......

Most common rails have the squirts in the crank journal plugged. They have an extra oil port with bolt in nozzles. I've seen the short squirts used in most VE pumped applications.
