Rack sticks when tightening barrel

Long story short, I was having #6 not firing in my p pump 24v. Plunger wasn't sticking and loosened the barrel and rotated it back and forth. Returned to original position and tightened down. Now as soon I even snug it down, it stops the rack from moving. Loosen it to finger tight and everything works fine. Engine runs OK (needs to be re timed) and #6 is firing properly. I've tried tightening the barrel down in different positions and still locks up the rack. Shims are still there. Any thoughts?
 
With the delivery valve out and the barrel loose so the rack moves, the plunger does rotate
 
I had the same issue on one and for the life of me I can't remember what was causing it. I believe it needed a new B&P
 
Well, I messed with it and tightened the barrel with the delivery valve out, rack was still free. Put delivery valve and holder back in and rack was still free. Fired it up and it ran a little funky, loosened barrel and adjusted and runs fine now... I dunno?
