Registering trailer out of state?

I have a close friend that is a professional angler on the bassmaster elite series so he travels all over the country pulling his boat on a trailer with no tags. He hasn't had any issues as of yet except for one cop in Commifornia that pulled him over for doing 57 in a 55. Still didn't get a ticket, just a warning.
 
$90 in Tennessee as a commercial trailer..... PERMANENT TAG.

We don't need a tag as long as WE stay in state OR a NON- commercial use.

States are cracking down on out if state registrations because there all broke
I have had trailers reged in OK and ME, it used to be no big deal but that's changing

anyone do this yet? by doing this, how does this get you out of having to do a saftey lane? is this just for trailers and not pickups?
 
Montana is used quite a bit as well, but mainly for RVs. Those are the ones that are really starting to see the crack down.
 
faxed a copy of my registration, paid 99 bucks for 5 years with my credit card over the phone. got the plates in all of 8 days. they told me it would be 10 business days. took just over a week. very easy to deal with!! illinois wanted 178 bucks for one year on te plates(10k-14k).
