Ring and pinion setup. What in the hell am I doing wrong.

Pinion depth is changed by the shims under the inner race. The outer pinion shims are just for bearing preload.
 
In case you missed it this is the AAM 9.25. Uses a crush sleeve and the oem puts the depth shims behind the gear.

It looks like the shim stack is going to be thin, if it was nasty I'd move it to behind the outer race.

Re-installed the new race in case it wasn't seated or cockeyed and same thing it's too thick! Same part number. No idea how that's even possible.

Keeping a part number and somewhere there can be, and, sometimes there are actual changes. Whichever reason it may be by reason of the manufacturer & the actual supplier/machiner of the part, it can happen more often in the broad spectrum than one would believe but occurrences are slim. This doesn't surprise me to see you mention it.
