Slight popping out my exhaust

Have you logged the ecm during said condition? Tuner should be able to help you with it. IMO the rail dropping down to 23k isn't a problem that's plenty of pressure. Does is fluctuate at a constant load or just during shifts/high rpms?

I have not logged it, it fluctuates only when WOT, and only pops at WOT
 
My 04 does the same thing. Not saying its the same case with yours being a 6.7 but it does sound like a fuel pop or that you are draining the rail. What size nozzles did you end go with? Being a big nozzle and a stock cp3 that might be your problem.
