Yes, the governor pressure modifier controls the 1-2 upshift and the 3-2 downshift. If it's shifting late, try increasing it by 5.
Is the trans temp column displaying all 7's?

Is fluid level okay at 140F?
Check the TransTemp column, does it change after the first two normal shifts? It should be 0 for >50F fluid temp, 1 for 41-50F, 2 for 31-40F, etc. If it's at 7, the temp sender isn't working.
Do you have a black plastic 4 pin transducer or a metal square transducer? The gov pressure error is way too high.
Not sure where the transducer is? I have the 6pin black square neutral safety switch/ back up light switch, the multi pin connector for the valve body and the VSS near the tail stock.
I found pictures of a black transducer. I do not remember seeing it on my transmission??

How about using a momentary switch for lockup, and the controller would unlock the converter at a set speed. I have a fmvb and it's a pain in the button finding 2 single pull single throw switches small enough to go anywhere convenient for a daily driver. I hate having to reach everytime I want to lock or hit od. Im using 2 momentary switches right now with latching relays but Im just not happy with it
