starting problems (delay)

I have a 98, that doesnt start right up when the ignition switch is turned on, you have to wait about 15 seconds after turning the key to on, then the Wait to start light will go on, and the lift pump will start pumping.
(which on my other 98s happens right at the time the ign. switch is turned to on)
if i start cranking right after turning the switch on, it will crank about 15 seconds till it'll start. somethings not right. there musnt be a delay

possible problems?

it has a new lp (15 psi idle) and a reman vp44
stock engine
 
I have heard that a delayed WTS light can be an indicator of a bad ECM. Clean all of your grounds, disconnect the batteries and leave the key on for 30 minutes, and see if that helps.
 
Have you scanned the codes? If not, you may want to get down to Auto Zone and have them do it. That might help.
 
scanned the codes, guy said its the engine computer (dont know the name)

sold the truck now, they did know bout that issue! for 12,500

we had bought it for 7,500 :)
