can I use this fitting to seal this
as long as I don't seal / block off the smaller holes ?
I must add> this is for a drag race application only....

Also where can I get another oil line fitting (that screws into the turbo)
I borrowed this one from my 92

You can block all of the holes, make sure you block the small angled hole that leads to the compressor wheel inlet, if you leave that bleed hole open, you'll generate a small boost leak, slightly slower spoolup, and small loss of power.

If you plan to use the barb for a boost source/wastegate reference, be sure to leave an open air path from the center port coming out of the scroll to the barb itself.
 
If you take that fitting to a hydraulic shop they should be able to get you another one. Maybe even an auto parts store would have one
 
We typically chamfer and fill with aluminum. Drill centered back through to cover and drill/tap for 1/8 NPT and put a hose barb in. Quick and inexpensive way to get the job done.
 
Oil feed is inverted pipe flare to 12mmX1.5 pitch I think. A good hydraulic shop can get you there in two steps. Cummins for the fitting otherwise
