truck wont run right

I have an 01 Chevy one ton with a dmax all stock and it won't run past 2000 rpm.put a new fuel filter on it and it helps it runs fine for a while but then won't run past 2000 what is causing this and what needs to be done?

So are you talking about the one to and from the fuel filter? And it runs good sometimes and all at one fall on its face and seem like a rev limiter kicks in.

Ok well I just scaned the truck and I got it wrong its an 05 a.d it had a high rail pressure voltage code in it and the change fuel filter light comes on often.
